BACKGROUND:
Darrel Cohoon is a principal of Sullivan Consulting
Group, Inc. (SCG). SCG works with public agencies and special
districts of local, state and federal government as well as selected
private sector clients. Services include team building, organizational
strengthening, strategic planning and government relations.
Mr. Cohoon specializes in strategic planning, and organizational
assignments involving performance measurement, team building and
customer satisfaction. Prior to affiliating with SCG, Mr. Cohoon was
a senior manager with Earnst & Young Consulting. His 25-years of
practice have involved a broad range of public and private sector clients.
PROJECT EXPERIENCE:
Organizational Strengthening & Team Building Projects
U.S. Army Corps of Engineers Served as Project Manager for organizational development assignments with
the Real Estate Division, Information Management Division and Project Management Division at the
Los Angeles District. Work included increasing accountability of staff, business process analysis, customer
awareness and satisfaction and business process analysis.
Jacobs Civil, Inc. Facilitated client and subcontract staff to work toward common objectives including
accelerated schedule performance.
Central Basin Municipal Water District Served as project manager for a strategic plan which focused on
organizational accountability, increased public awareness of the agencys mission. Final plan set strategic
goals and objectives for the agency to follow to achieve financial stability and appropriate guidelines for
expanding re-cycled water services.
Orange County Transportation Authority Developed a strategic plan for OCTAs finance & Administration
Division, establishing mission, goals, and objectives for a five-year period.
Metrolink Developed performance measures for the Southern California Regional Rail Authority (SCRRA),
operator of Southern Californias five-county commuter rail service. Also developed procurement policies and
procedures for SCRRA.
Port of Los Angeles Developed commodity pricing models to test the competitiveness of U.S. Western steam
coal in international competition. Breaking down the all-in price into the components of land and ocean
transportation, terminal handling at both ends of the supply chain and the cost of coal at the mine mouth,
a strategy of how best to position the U.S. product in sales campaigns to Mexico emerged which facilitated
more aggressive competition.
Port of Lazaro Cardenas Developed rational business plans for capital expansion of cargo handling facilities
involving private sector financing.
Public Agency and Related Experience
California Department of Transportation Developed financial plan for statewide deployment of automated
traveler information systems.
California Transportation Commission Provided financial analysis for regional passenger rail operations.
City of Anchorage Alaska Conducted a privatization and feasibility study for outsourcing community services.
Southern California Regional Rail Authority Helped to develop Contract Administration Policies and
Procedures manual for the local commuter rail system.
Orange County Transit Authority Numerous assignments involving the development of budgets, tax revenue
impacts and other management tools designed to help increase organizational effectiveness.
Arizona Department of Transportation Conducted a management audit of ADOT for the Governors Economy
and Efficiency Commission, recommending several million dollars in productivity-improvement measures.
Irvine Ranch Water District Developed financial strategies for assuring the construction and operation of
district facilities.
Orange County Sanitation Districts Developed user fees for OCSD, the third largest wastewater treatment
and disposal agency in the western U.S.
