BACKGROUND:
Michael S. Blum, C.F.A., is a principal of Sullivan
Consulting Group, Inc. (SCG). Mr. Blum specializes in corporate development, strategic analysis
and financial modeling and structuring for private infrastructure projects.
Prior to affiliating with SCG, Mr. Blum directed research for a
boutique investment bank. His 15-plus years of engineering, consulting
and finance experience has involved public and for-profit enterprises,
both domestically and overseas.
PROJECT EXPERIENCE:
Organizational Strengthening & Team Building Projects
U.S. Army Corps of Engineers Working with the Information Management Office within the Los Angeles
District, helped to identify and implement new business processes, improve customer satisfaction and teamwork.
Jacobs Civil, Inc. Analyzed structure and authorities of resource agencies involved in the review and
permitting process of large scale transportation corridors in Southern California. Outcome of work enabled
prime contractor and local agency staff to more effectively work with state and federal agencies.
Strategic Planning
Port of Los Angeles Mr. Blum currently is assisting with the POLA Coal Export Pricing Strategy project,
which is focused on developing a sales strategy to sell US Western steam coal to the electric power utilities
industry in Mexico and ship it via the LAXT terminal in Los Angeles.
Port of Santa Marta Mr. Blum served as Project Manager on this Container Terminal Expansion program
in Colombia working with DMJM+Harris, Inc. The business challenge involved matching potential cargo
movement opportunities with needed cargo handling facilities investment at the Port in a manner suitable to
attract outside financing.
Business Planning
Lima, Peru Created a ten-year capital investment program for water and wastewater systems in support of
concession privatization proposal.
Santa Fe, Argentina Created ten-year capital investment program for water and wastewater systems in
support of concession privatization proposal.
San Juan, Puerto Rico Authored and supervised production of comprehensive technical and economic
proposal for Build-Own-Operate-Transfer aqueduct and water treatment facility.
Argentina (Private) Authored offering memorandum for a $30 million joint venture in charcoal production
based in Northern Argentina.
United States (Public) Researched, performed due-diligence and structured approximately $300 million in
private equity investment in publicly traded U.S. corporations.
United States (Venture) Researched, performed due-diligence, created offering document and structured
investment of approximately $45 million in a private U.S. biotechnology company (later taken public).
Various Technology Star-ups Helped prepare business plans and offering memoranda for technology
companies seeking capital solutions to accommodate growth goals.
Government Relations
United States EPA Adjudicated administrative appeals dealing with Federal reimbursement for engineering
and construction of water pollution control projects.
City of Los Angeles Bureau of Engineering Served as Grants Administrator for wastewater treatment
expansion programs.
