BACKGROUND:
Michael Sullivan is founder and Managing Principal of
Sullivan Consulting Group, Inc., (SCG), a Southern California-based
management consulting practice. SCG works with public and private
sector clients and is well recognized for its work in team building,
organizational strengthening, strategic planning, business planning
and government relations. Mr. Sullivan has worked extensively abroad
and for the most recent 5 years with enterprise sectors of state and federal
governments in the United States, Mexico and Latin America.
Mr. Sullivan is recognized for developing and implementing creative
approaches to business processes, products and outcomes enabling clients
to stabilize and grow influence within their service areas. He has been successful in developing consensus in
situations involving diverse opinions and leading the way to structural change and enhanced performance.
In addition to organizational development assignments, Mr. Sullivan has provided operations management
consulting to public utilities, port and harbor facilities and numerous industrial expansion programs in North
America, Asia, Europe and South America.
PROJECT EXPERIENCE:
Organizational Strengthening & Team Building Projects
U.S. Army Corps of Engineers Organizational enhancement and strategic planning assignments for selected
operating divisions within the Los Angeles District. Specific focus was on business process analysis, customer
satisfaction and team building. Projects have been on-going since 1998.
Jacobs Civil, Inc. Facilitating and team building assignments with subcontractors, client and prime contractor
personnel. Working with Project Management staff, helped development and implement work strategies which
enabled diverse technical resources to work toward shared goals to achieve overall budget and schedule objectives.
Istanbul Water & Sewerage Authority Provided organizational management services involving the planning,
design, construction, operation and financing for new water and wastewater treatment facilities.
ASL Consulting Engineers Tailored organizational development assignments including customer surveys,
internal team building and performance measures.
Business Planning Projects
Port of Los Angeles Coal export business strategy to support increased trade between the United States and
Mexico. Project intent was to shape a business case to deliver U.S. Western steam coal to Mexican electric
power generation facilities along the Pacific coast of central and southern Mexico.
Port of Santa Marta Principal-in-charge of technical study to identify and financially model Container
Terminal facilities for Caribbean port in Colombia. Study owner was the U.S. Trade and Development
Agency in Washington, D.C.
Port of Lazaro Cardenas Strategic planning and financial modeling for expansion of this West coast Mexico
port which connects ocean cargo facilities to two-thirds of the industrial output of Mexico. Using a business
model known as the hub & spoke concept, the West coast Mexican ports would import Asian origin goods
from ports in Los Angels and export Mexican goods to Los Angels for trans-shipment to Europe and Asia.
Port of Manzanillo Developed strategic business plan for commercial port expansion using private sector
financing for this West coast Mexico locale. Owner of the work was the State of Colima Economic Planning
and Development Agency.
Strategic Planning Projects
Central Basin Municipal Water District Developed strategic plan focusing on enhanced organizational
performance and a sharper focus on business processes involving uses for recycled water, achieving financial
stability and increased awareness of agencys mission.
Metropolitan Water District of Southern California Developed a strategic plan for the Engineering
Department which helped to re-define roles of key staff during a period of intense cultural change. Focused
on improved relations with member agencies, better understanding business risks associated with private sector
commercial ventures and to sharpen the focus on shifting regional water policies effecting the Department.
Southern California Edison Company Business analysis for new non-power generation oriented business for
coastal generation plant sites. Working concept was to find alternative business opportunities that could
utilize the in-place assets of the coastal plants including operating permits, ocean discharge permits and
circulating sea water.
